Heavy rainfall with amounts of 3 to 6 inches caused flash flooding countywide. The rain which fell from the 16th to the 18th was due to remnants of hurricane Ivan. Most creeks and streams as well as the Delaware, Susquehanna, and Chenango Rivers were out of their banks. Major damage occurred to at least 100 residences with minor damage to over 1000. At least 1000 people were forced from their homes. Flooding closed part of State Route 17/Interstate 86 in the eastern part of the county. Several trailer parks were flooded. Some of the trailers had water inside them.
Broome county experienced significant flash flooding, especially along the route 26 corridor. Route 26 was closed between Glen Aubrey and Whitney Point, with 18 houses cut off by flood waters. Nanticoke Creek in the town of Maine flooded many homes, with water up to the first floor of some homes. The county reported 3.5 million in public sector damages, not including an additional 0.6 million for roadway damages to Interstate 81 in the Binghamton area or damages to about a dozen homes along Route 26. Close to 150 people were evacuated and two shelters were set up.
Heavy rain caused flash flooding in eastern Broome County. Roads were flooded. At 10:48 PM EDT roads and bridges were closed in Windsor. Creeks were over their banks. A trailer park located on old Route 17 flooded. An hour later also in Windsor, numerous roads were washed out. State Highway 17 was flooded and closed in one direction between exits 79 and 80. A woman had to be rescued on Ostrander Road from a partially submerged car. The trailer park was completely inundated with water. Some of the trailers had water in the first floors. Rainfall amounts were 3 to 4 inches.
