Heavy rains fell across lebanon County, with the hardest hit areas around the city of Lebanon and Annville. In Richland, 5.6 inches of rain were reported, including 4.85 inches that fell in the first 2 hours of the storm. Basements and roads flooded across the county. Rescue boats from Lebanon and Dauphin Counties rescued stranded motorists and residents in many areas. Especially hard hit were areas from Annville and east. Twenty-eight mobile homes were evacuated in South Annville as waters of Killinger Creek flooded the park. Long-time residents said the flooding was worse than during Hurricane Agnes in 1972.
Thunderstorms produced heavy rain and flash flooding in Lebanon County as the remnants of tropical storm Cindy approached the region. Three to 4 feet of water was reported on roads in Lebanon. Several water rescues were performed as people were stranded in their vehicles, mainly in the vicinity of Middle School and Cumberland Streets. Twenty Two residences were evacuated due to flooding, and the American Red Cross set up a mass care center at the Northwest Elementary School. A small creek in Myerstown also came out of its banks.
Heavy rainfall, estimated by radar over 3 inches in 3 hours, caused rapid flooding along Swatara Creek in the town of Inwood, about 1 mile northwest of Lickdale. Portions of the riverbank were collapsed along the side of Route 71 near the Route 81 underpass.
