Flood in Duval County, Florida

Harrison Street washed-out and collapsed. According to the Public Works Dept., a cross drain under the road became clogged with debris from stormwater runoff. The debris got stuck in the drain and stormwater levels started rising over Harrison St. The water eroded part of the road and it washed away. People living in a neighborhood along Alexa Lane were trapped since Harrison St is the only road in and out.

Around 4 pm, street flooding was first reported along Myrtle Avenue. There was about inches of water in depth across the street. This report was from Broadcast media. At 410 pm, broadcast media reported street flooding along Main Street in the Springfield area of north Jacksonville. There was a video shared via social media that showed about 6 inches of water across the road with water rise tot he clearance height of cars. There was also a video of Hogan's Creek exceeding bank full into the grass and over the sidewalk. At 515 pm, emergency management relayed that there was severe parking lot flooding with vehicles stranded in the parking lot due to Hogans Creek flooding and very poor drainage at UF Shands in the Pavilion parking lot. This is a known drainage issue area. Some flooded water infiltrated into the Pavilion building into the lower floor. Radar indicated about 2-2.5 inches of rainfall in about 1-1.25 hrs across these areas. The cost of damage is an estimate, and it is likely an underestimate for the damage caused.

Over a foot and half of water was over the roads with up to one foot of water in several homes. There was about 2 feet of water over portions of Golfair Blvd, and vehicles were stuck at Pearl Street and 44th Street due to flooding. The cost of damage was unknown, but estimated for the event to be included in Storm Data.
