Numerous roads were underwater and impassable. Water entered several homes on the east side of town. Numerous cars were stalled out in the high water as well. Local law enforcement measured nearly 9 inches of rain since the rain began earlier that morning.
The remnants of Hurricane Gustav slowed to a crawl as it entered the southern portion of Arkansas into the afternoon hours of September 3rd. Excessive heavy rainfall fell across Howard County with the south end of 4th street and Hale Street flooded.
