The greater impact was from Francine���s flooding rain, though. As the north and northeastern eyewall stretched into an east-west oriented band of heavy rainfall, training storms resulted in widespread rainfall totals of 7-9��� across the parish with locally higher amounts, much of which fell over the course of just a couple hours. The heavy rain resulted in significant flash flooding across the parish, with numerous areas becoming inaccessible, and approximately over 350 homes and businesses being flooded throughout the parish, with the worst flooding reported in Norco.
A weak F1 tornado touched down along an intermittent path about three quarters of a mile long and 25 to 50 yards wide path. The tornado destroyed 3 mobile homes and heavily damaged 2 buildings. In addition, the tornado produced mostly minor damage to roofs of 29 different structures in the area. There was moderate to heavy damage to a roof and wall on the second floor of a two-story apartment building and moderate damage to an elementary school. Damage was surveyed by NWS Meteorologist.
A tornado touched down on Highway 90 and just south of Bayou|Gauche Road, peeling the roof off a house and a car port as well|as flipping a RV. Extensive tree damage was noted around the|property and to the northwest as well as debris thrown a|significant distance. North of Bayou Gauche Road, a church|complex had roof damage to most of the buildings as well as a|flipped RV. These buildings were noted to have also been damaged|from Ida, with blue tarps on the roofs still. One brand new roof,|though, did have notable damage to the southeast corner. As the|tornado moved northwest across Highway 90, mostly tree damage and|light structural damage, such as shingles and siding damage, were|noted before the tornado quickly lifted.
